Proclamations Proc. 8127 Proclamation 8126 of April 17, 2007 Honoring the Victims of the Tragedy at Virginia Tech By the President of the United States of Arnerica A Proclamation Our Nation grieves with those who have lost loved ones at Virginia Tech. We hold the victims in our hearts. We lift them up in our prayers, and we ask a loving God to comfort those who are suffering. As a mark of respect for the victims of the senseless acts of violence per- petrated on Monday, April 16, 2007, by the authority vested in me as Presi- dent of the United States by the Constitution and the laws of the United States of America, I hereby order that the flag of the United States shall be flown at half-staff at the White House and upon all public buildings and grounds, at all military posts and naval stations, and on all naval vessels of the Federal Government in the District of Columbia and throughout the United States and its Territories and possessions until sunset, Sunday, April 22, 2007. I also direct that the flag shall be flown at half-staff for the same length of time at all United States embassies, legations, consular of- rices, and other facilities abroad, including all military facilities and naval vessels and stations. Every day, our Nation's small businesses help enhance the lives of our citizens and lead the way in an economy distinguished by low unemployment, sustained job creation, and one of the fastest growth rates of any major industrialized nation. To help extend our Nation's prosperity, my Administration is committed to continuing the pro-growth economic policies that encourage enterprise and make America the best place in the world to do business. Our econ- omy has created more than 7 million new jobs since major tax relief was enacted in 2003, and we are working to keep taxes low to help small busi- nesses continue to expand. We are taking steps to make health care more affordable and available for small business owners and employees by en- couraging Health Savings Accounts, supporting Association Health Plans legislation, and proposing a standard tax deduction for health insurance. 43
