Article 14 Nothing in the present Convention shall prevent the Netherlands and Belgium from acceding to multilateral international agreements concerning the stabilization of exchanges. They undertake that they will only do this conjointly.
Third countries may accede to the present Convention with the consent of the Netherlands and Belgian Governments. Article 15 In order to ensure the fullest effectiveness of the present Convention, the High Contracting Parties shall endeavour to bring about close solidarity in their commercial relations. Article 16 Subject to at least two years' notice, the present Convention may be terminated on 1 January of each year, beginning with 1 January 1949. Article 17 The present Convention shall be ratified and the ratifications shall be exchanged as soon as possible. In the meantime, it shall enter into force provisionally as from the moment of its signature, with the option for the Netherlands Government or the Belgian Government to terminate it on giving six months' notice. In the latter event, the provisions of Article II shall apply. In faith whereof the Plenipotentiaries, provided with all the necessary powers for this purpose, have signed the present Convention and have affixed their seals hereto.
