Be it enacted by the Senate and House of Representatives of Mc United States of America in Congress assembled, That the sum of fifty thousand dollars bc, and the same is hereby, appropriated, out of any moneys Appropriations in the treasury not otherwise appropriated, for the construction of a. road f°*' Wadsfiom Fort Riley to such point on the Arkansas River as may, in the opinion of the Secretary ofWar, be most expedient for military purposes. Be it enacted by the Senate and House of Representatives of the United A States ofAmeMca in Congress assembled, That iii lieu of the rates of Rates of postpostage now established by law, there shall be charged the following “g°‘ rates, to wit: —— For every single Icttcr in manuscript, or paper of any kind in which information shall be asked for or communicated in writing, or by marks or signs, conveyed in the mail for any distance between places in the United States not exceeding three thousand miles, three cents; and for any distance exceeding three thousand miles, tau cents. And for a double letter there shall be charged double the rate above specified} and for a. treble letter, treble those rates; and for a quadruple letter, quadruple those rates; and every letter or parcel not exceeding haif an ounce in weight shall be dccmcd 21 single letter; and every additional Weight of half an ounce, or additional weight of less them half am ounce, shall be charged with an additional single postage; and upon all letters fOmig%°§0°§§ptc_ passing through or in the mail of the United Smtcs, excepting such as paid. v0L.
