Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Board of Research and Regents of the Smithsonian Institution is authorized to plan and onTTsr'^n'^*^ construct facilities for the Smithsonian Astrophysical Observatory ^°*^and the Smithsonian Tropical Research Institute.
