SEC. 85. ENFORCEMENT COOPERATION. Section 503(a) of the Controlled Substances Act (21 U.S.C. 873(a)) is amended— (1) by striking out "and" at the end of paragraph (5); (2) by striking out the period at the end of paragraph (6) and inserting in lieu thereof; and"; and (3) by adding at the end thereof the following: "(7) notwithstanding any other provision of law, enter into contractual agreements with State and local law enforcement agencies to provide for cooperative enforcement and regulatory activities under this Act.".
SEC. 86. POWERS OF ENFORCEMENT PERSONNEL. Section 508 of the Controlled Substances Act (21 U.S.C. 878) is amended— (1) by inserting "(a)" before "Any officer or employee"; (2) by inserting after "Drug Enforcement Administration" the following: "or any State or local law enforcement officer"; and (3) by adding at the end thereof the following new subsection: State and local "(b) State and local law enforcement officers performing functions governments. under this section shall not be deemed Federal employees and shall Government organization and not be subject to provisions of law relating to Federal employees, except that such officers shall be subject to section 3374(c) of title 5, employees. SEC. 87. AMENDMENTS RELATING TO SEXUAL ABUSE. (a) SHORT TITLE.—This section may be cited as the "Sexual Abuse Act of 1986". (b) DEFINITION OF SEXUAL ABUSE OFFENSES.—Title 18, United
States Code, is amended by inserting after chapter 109 the following new chapter:

"§ 2241. Aggravated sexual abuse "(a) BY FORCE OR THREAT.—Whoever, in the special maritime and territorial jurisdiction of the United States or in a Federal prison, knowingly causes another person to engage in a sexual act— "(1) by using force against that other person; or "(2) by threatening or placing that other person in fear that any person will be subjected to death, serious bodily injury, or kidnaping; or attempts to do so, shall be fined under this title, imprisoned for any term of years or life, or both.
