"(2) A child described in this paragraph is a child born outside of the United States who— "(A) is under the age of 18 years, "(B) is adopted before the child reached th€i age of 16 years by a parent who is a citizen of the United States, either by birth or naturalization, and "(C) is residing in the United States in the custody of the adopting citizen parent, pursuant to a lawful admission for permanent residence.".
