During the fiscal year 1988, total commitments to guarantee loans shall not exceed $125,000,000 of contingent liability for loan principal: Provided, That the President shall enter into commitments to President of U.S. guarantee such loans in the full amount provided under this heading, subject only to the availability of qualified applicants for such guarantees: Provided further, That section 223(e)(2) of the Foreign Assistance Act of 1961 is amended by striking out "$40,000,000" and 22 USC 2183. inserting in lieu thereof "$100,000,000", and pursuant to such section borrowing authority provided therein may be exercised in such amounts as may be necessary to retain an adequate level of contingency reserves for the fiscal year 1988: Provided further, That section 222(a) of the Foreign Assistance Act of 1961 is amended by 22 USC 2182. striking out "1988" and inserting in lieu thereof "1990". ECONOMIC SUPPORT F U N D

For necessary expenses to carry out the provisions of chapter 4 of part II, $3,188,320,000: Provided, That of the funds appropriated under this heading, not less than $1,200,000,000 shall be available only for Israel, which sum shall be available on a grant bsisis as a cash transfer and shall be disbursed within 30 days of enactment of this Act or by October 31, 1987, whichever is later: Provided further. That not less than $815,000,000 shall be available only for Egypt, which sum shall be provided on a grant bsisis, of which not more than $115,000,000 may be provided as a cash transfer with the understanding that Egypt will undertake significant economic reforms which are additional to those which were undertaken in previous fiscal years, and not less than $200,000,000 shall be provided as Commodity Import Program assistance: Provided further. President of U.S. That in exercising the authority to provide cash transfer assistance for Israel and Egypt, the President shall ensure that the level of such assistance does not cause an adverse impact on the total level of nonmilitary exports from the United States to each such country: Provided further, That it is the sense of the Congress that the recommended levels of assistance for Egypt and Israel are based in great measure upon their continued participation in the Camp David Accords and upon the Egyptian-Israeli peace treaty: Provided further. That of the funds appropriated under this heading $220,000,000 only shall be available for Pakistan: Provided further. That not less than $124,000,000 of the funds appropriated under this heading shall be available only for the Philippines: Provided further. That not less than an additional $50,000,000 of the funds appropriated under this heading shall be available only for the Philippines to assist in the implementation of agrarian reform in the Philippines if (1) the Government of the Philippines initiates an effective agrarian reform program and requests assistance from the United States for that program, and (2) a substantial majority of the resources for the implementation of that program will be provided by the Government of the Philippines or other non-United States donors, or both: Provided further. That if the conditions on agrarian reform in the Philippines are not met by August 31, 1988, these funds may be made available for assistance under this heading for
