(b) The Secretary shall permit hunting and trapping within the conservation area in accordance with applicable laws and regulations of the United States and the State of New Mexico; except that the Secretary, after consultation with the New Mexico Department of Game and Fish, may issue regulations designating zones where and establishing periods when no hunting or trapping shall be permitted for reasons of public safety, administration, or public use and enjoyment. (c) Collection of green or dead wood for sale or other commercial purposes shall not be permitted in the conservation area. (d) Except as otherwise provided in section 402(b), within the conservation area the grsizing of livestock shall be permitted to continue, pursuant to applicable Federal law, including this Act, and subject to such reasonable regulations, policies, and practices as the Secretary deems necessary. TITLE IV—WILDERNESS DESIGNATION OF WILDERNESS
SEC. 401. (a) In f u r the r a n c e of the purposes of the Wilderness Act (78 Stat. 890; 16 U.S.C. 131), the r e a r e hereby designated a s wilderness, and, therefore, a s components of the National Wilderness Preservation System, the CeboUa Wilderness of approximately 60,000 acres, and the West Msdpais Wilderness of approximately 38,210 acres, a s each is generally depicted on the m a p entitled "El Malpais National Monument and National (IJonservation A r e a " n u m b e r e d NM-ELMA-80,001-B and dated May 1987. The m a p shall be on file and available for inspection in the offices of the Director of the B u r e a u of Land M a n a g e m e n t, Department of the Interior. (b) A s soon a s practicable after the date of the e n a c t m e n t of this Act, the Secretary shall file a legal description of each wilderness a r e a designated by t h i s Act w i t h the (Dommittee on Interior and I n s u l a r Affairs of the United States House of Representatives and with the Committee on Energy and N a t u r a l Resources of the United States Senate. Such legal description shall h a v e the s a m e force and effect a s if included in t h i s Act, except that the Secretary may correct clerical and typographical e r r o r s in such legal description. SEC. 402. (a) Subject to valid existing rights, each wilderness a r e a designated under t h i s Act shall be administered by the Secretary, through the Director of the B u r e a u of L and M a n a g e m e n t, in accordance w i t h the provisions of the Wilderness Act governing a r e a s designated by that Act a s wilderness, except that any reference in such provisions to the effective date of the Wilderness Act shall b e deemed to be a reference to the date of e n a c t m e n t of t h i s Act.
