"(B) For the purpose of subparagraph (A)(ii), the amount for each State equals— "(i) the number of children in such State counted under subsection (c) in the fiscal year specified in subparagraph (A), multiplied by "(ii) 150 percent of the national average per pupil payment made with funds available under this section for that year. "(g) DURATION OF ASSISTANCE.—During the period beginning October 1, 1988, and ending September 30, 1993, the Secretary shall, in accordance with the provisions of this part, make payments to State educational agencies for grants made on the basis of entitlements created under this section. "SEC. 1006. GRANTS FOR LOCAL EDUCATIONAL AGENCIES IN COUNTIES ^ ^ ^ " ESPECIALLY HIGH CONCENTRATIONS OF CHILDREN FROM LOW-INCOME FAMILIES. "(a) ELIGIBILITY FOR AND AMOUNT OF SPECIAL GRANTS.—

"(1)(A) Except as otherwise provided in this paragraph, each county, in a State other than Guam, American Samoa, the Virgin Islands, the Northern Mariana Islands, and the Trust Territory of the Pacific Islands, which is eligible for a grant under this chapter for any fiscal year shall be entitled to an additional grant under this section for that fiscal year if— "(i) the number of children counted under section 1005(c) of this chapter in the school district of local educational agencies in such county for the preceding fiscal year exceeds 6,500, or "(ii) the number of children counted under section 1005(c) exceeds 15 percent of the total number of children aged five to seventeen, inclusive, in the school districts of local educational agencies in such county in that fiscal year. "(B) Except as provided in subparagraph (C), no State described in subparagraph (A) shall receive less than— "(i) one-quarter of 1 percent of the sums appropriated under subsection (c) of this section for such fiscal year; or "(ii) $250,000, whichever is higher. "(C) No State shall, by reason of the application of the provisions of subparagraph (B)(i) of this paragraph, be allotted more than— "(i) 150 percent of the amount that the State received in the fiscal year preceding the fiscal year for which the determination is made, or "(ii) the amount calculated under subparagraph (B), whichever is less. "(D) For the purpose of subparagraph (C), the amount for each State equals— "(i) the number of children in such State counted for purposes of this section in the fiscal year specified in subparagraph (B), multiplied by "(ii) 150 percent of the national average per pupil payment made with funds available under this section for that year.
