(b) DUTY-FREE QUANTITY.—The headnotes to subpart B of part 1 of the Appendix are amended by adding at the end thereof the following new headnote: "3. For purposes of item 905.45, the term 'duty-free quantity' means— "(a) for the 12-month period ending October 31, 1986, 161,600 dozen; and "(b) for any 12-month period thereafter, an amount equal to 101 percent of the duty-free quantity for the preceding 12-month period.". SEC 1737.3,5-DINITRO-O-TOLUAMIDE.
Subpart B of part 1 of the Appendix is amended by inserting in numerical sequence the following new item:
