App. 1989 (b-3(e)), the maxi- 1989b-3 note. mum amount authorized under such section for any fiscal year is appropriated, from money in the Treasury not otherwise appro- priated, for each fiscal year beginning on or after October 1, 1990, to the Civil Liberties Public Education Fund established by section 104(a) of the Civil Liberties Act of 1988, for payments to eligible individuals under section 105 of that Act. SALARIES AND EXPENSES, ANTITRUST DIVISION For expenses necessary for the enforcement of antitrust and kindred laws, $32,222,000. SALARIES AND EXPENSES, UNITED STATES ATTORNEYS For necessary expenses of the Offices of the United States Attor- neys, $444,862,000, of which not to exceed $5,000,000 shall be avail- able until September 30, 1991, for the purposes of (1) providing training of personnel of the Department of Justice in debt collection, (2) providing services related to locating debtors and their property, such as title searches, debtor skiptracing, asset searches, credit reports and other investigations, and (3) paying the costs of sales of property not covered by the sale proceeds, such as auctioneers' fees and expenses, maintenance and protection of property and businesses, advertising and title search and surveying costs: Pro- vided, That of the total amount appropriated, not to exceed $8,000 shall be available for official reception and representation expenses. UNITED STATES TRUSTEE SYSTEM FUND For the necessary expenses of the United States Trustee Program, $60,729,000, to remain available until expended and to be derived from the Fund, for activities authorized by section 115 of the Bank- ruptcy Judges, United States Trustees, and Family Farmer Bank- ruptcy Act of 1986 (Public Law 99-554): Provided, That deposits to the Fund are available in such amounts as may be necessary to pay refunds due depositors. SALARIES AND EXPENSES, FOREIGN CLAIMS SETTLEMENT COMMISSION For expenses necessary to carry out the activities of the Foreign Claims Settlement Commission, including services as authorized by 22 USC 1622d 5 U.S.C. 3109, $440,000: Provided, That for fiscal year 1990 and "°^- hereafter, funds appropriated under this heading shall be available for: allowances and benefits similar to those allowed under the Foreign Service Act of 1980 as determined by the Commission; expenses of packing, shipping, and storing personal effects of person- nel assigned abroad; rental or lease, for such periods as may be
