GENERAL PROVISIONS—DEPARTMENT OF STATE SEC. 301. Funds appropriated under this title shall be available, except as otherwise provided, for allowances and differentials as authorized by subchapter 59 of 5 U.S.C.; for services as authorized by 5 U.S.C. 3109; and hire of passenger transportation pursuant to 31 U.S.C. 1343(b). SEC. 302. For fiscal year 1992, the Department of State shall submit a budget justification document to the Committees on Appro- priations which provides function, subfunction, and object class information for each activity, subactivity, and bureau within the Department. This title may be cited as the "Department of State Appropria- tions Act, 1990". The Judiciary TITLE IV—THE JUDiaARY Appropriations SUPREME COURT OF THE UNITED STATES SALARIES AND EXPENSES For expenses necessary for the operation of the Supreme Court, as required by law, excluding care of the building and grounds, includ- ing purchase or hire, driving, maintenance and operation of an automobile for the Chief Justice, not to exceed $10,000 for the purpose of transporting Associate Justices, and hire of passenger motor vehicles as authorized by 31 U.S.C. 1343 and 1344, $17,434,000, of which not to exceed $15,000 shall be available for the procure- ment of an oil portrait of former Chief Justice Warren E. Burger to be placed in the United States Supreme Court Building; not to exceed $10,000 for official reception and representation expenses; and for miscellaneous expenses, to be expended as the Chief Justice may approve. CARE OF THE BUILDING AND GROUNDS For such expenditures as may be necessary to enable the Ar- chitect of the Capitol to carry out the duties imposed upon him by the Act approved May 7, 1934 (40 U.S.C. 13a-13b), $4,400,000, of which $2,121,000 shall remain available until expended: Provided, 40 USC 13a note. That for fiscal year 1990 and hereafter, funds appropriated under this heading shall be available for improvements, maintenance, repairs, equipment, supplies, materials, and appurtenances; special clothing for workmen; and personal and other services (including temporary labor without regard to the Classification and Retire- ment Acts, as amended); and for snow removal by hire of men and equipment or under contract, and for the replacement of electrical transformers containing polychlorinated biphenyls, both without compliance with section 3709 of the Revised Statutes, as amended (41 U.S.C. 5).
