PUBLIC LAW 101-101—SEPT. 29, 1989 103 STAT. 667 1985, or to the acquisition of spare parts or accessory equipment necessary for the efficient operation and maintenance of existing equipment and available only from the manufacturer of the original equipment: Provided further, That this section shall not apply to procurement of domestic end product as defined in 48 C.F.R. sec. 25.101: Provided further, That this section shall not apply to EHV power equipment produced or memufactured in a country whose government has completed negotiations with the United States to extend the GATT Government Procurement Code, or a bilateral equivgdent, to EHV power equipment, or which otherwise offers fair competitive opportunities in public procurements to United States manufacturers of such equipment. SEC. 508. Such sums as may be necessary for fiscal year 1990 pay raises for programs funded by this Act shall be absorbed within the levels appropriated in this Act. This Act may be cited as the "Energy and Water Development Appropriations Act, 1990". Approved September 29, 1989.
