ANIMAL AND PLANT HEALTH INSPECTION SERVICE For an additional amount for expenses for the Animal and Plant Health Inspection Service, $8,000,000, to remain available until expended. FOOD SAFETY AND INSPECTION SERVICE For an additional amount for necessary expenses to carry on services authorized by the Federal Meat Inspection Act, as amended, and the Poultry Products Inspection Act, as amended, $4,400,000: Provided, That none of the funds appropriated or otherwise made available by the Rural Development, Agriculture, and Related Agencies Appropriations Act, 1990, Public Law 101-161, shall be used to pay the salaries of personnel who carry out an export enhancement program if the aggregate amount of funds and/or commodities under such program exceeds $553,000,000. FEDERAL CROP INSURANCE CORPORATION ADMINISTRATIVE AND OPERATING EXPENSES For an additional amount for administrative and operating expenses, as authorized by the Federal Crop Insurance Corporation Act, as amended (7 U.S.C. 1516), $15,000,000: Provided, That these funds shall be available only to the extent an official budget request, for a specific dollar amount, is transmitted to the Congress. FOOD AND NUTRITION SERVICE COMMODITY SUPPLEMENTAL FOOD PROGRAM For an additional amount for necessary expenses of the Commodity Supplemental Food Program as authorized by section 4(a) of the Agriculture and Consumer Protection Act of 1973 (7 U.S.C. 612c (note)), $3,100,000. FOOD STAMP PROGRAM For an additional amount for necessary expenses to carry out the Food Stamp Act (7 U.S.C. 2011-2027, 2028, 2029), $1,200,000,000, which shall be available only to the extent an official budget request, for a specific dollar amount, is transmitted to the Congress, of which $135,000,000 shall be placed in reserve to be used only to the extent that such amount is required during the current fiscal year to meet program requirements. DEPARTMENT OF HEALTH AND HUMAN SERVICES FOOD AND DRUG ADMINISTRATION For an additional amount for generic drug activities of the Food and Drug Administration under section 505(j) of the Food, Drug, and Cosmetic Act, $13,900,000.
