To amend the Public Health Service Act to provide grants to improve the quality and availability of care for individuals and families with HIV disease, and for other purposes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the "Ryan White Comprehensive AIDS Resources Emergency Act of 1990". SEC. 2. PURPOSE. It is the purpose of this Act to provide emergency assistance to locaUties that are disproportionately affected by the Human Immunodeficiency Virus epidemic and to make financial assistance available to States and other public or private nonprofit entities to provide for the development, organization, coordination and operation of more effective and cost efficient systems for the delivery of essential services to individuals and families with HIV disease. TITLE I—HIV EMERGENCY RELIEF GRANT PROGRAM SEC. 101. HIV EMERGENCY RELIEF GRANT PROGRAM. The Public Health Service Act is amended— (1) by redesignating title XXVI as title XXVII; (2) by redesignating sections 2601 through 2614 as sections 2701 through 2714, respectively; and (3) by inserting after title XXV (42 U.S.C. 300ee et seq.) the following new title: "TITLE XXVI—HIV HEALTH CARE SERVICES PROGRAM "P ART A—EMERGENCY REUEF FOR AREAS WITH SUBSTANTIAL NEED FOR SERVICES 42 USC 300ff-ll. " SEC. 2601. ESTABLISHMENT OF PROGRAM OF GRANTS. "(a) ELIGIBLE AREAS.— The Secretary, acting through the Administrator of the Health Resources and Services Administration, shall, subject to subsection (b), make grants in accordance with section 2603 for the purpose of assisting in the provision of the services specified in 2604 in any metropolitan area for which, as of June 30, 1990, in the case of grants for fiscal year 1991, and as of March 31 of the most recent fiscal year for which such data is available in the case of a grant for any subsequent fiscal year—
