Funds appropriated or otherwise made available by this title are available only for obligation and expenditure to liquidate obligations undertaken pursuant to section 3732 of the Revised Statutes (41 U.S.C. 11), however, funds appropriated or otherwise made available by this title for "Other Procurement, Army" and "Research, Development, Test, and Evaluation, Navy" shall be exempt from the provisions of this section. SEC. 202. AUTHORITY TO ACCEPT CONTRIBUTIONS. — (a)(1) Chapter 155 of title 10, United States Code, is amended by adding at the end the following new section:
