Section 301(b) of the Congressional Budget Act of 1974 (as amended by section 13203) is further amended by striking "and" at the end of paragraph (5), by striking the period at the end of paragraph (6) and inserting a semicolon, and by adding at the end the following new paragraphs: "(7) set forth pay-as-you-go procedures for the Senate whereby— (A) budget authority and outlays may be allocated to a committee for legislation that increases funding for entitlement and mandatory spending programs within its jurisdiction if that committee or the committee of conference on such legislation reports such legislation, if, to the extent that the costs of such legislation are not included in the concurrent resolution on the budget, the enactment of such legislation will not increase the deficit (by virtue of either deficit reduction in the bill or previously passed deficit reduction) in the resolution for the first fiscal year covered by the concurrent resolution on the budget, and will not increase the total deficit for the period of fiscal years covered by the concurrent resolution on the budget; "(B) upon the reporting of legislation pursuant to subparagraph (A), and again upon the submission of a conference report on such legislation (if a conference report is submitted), the chairman of the Committee on the Budget of the Senate may file with the Senate appropriately revised allocations under section 302(a) and revised functional levels and aggregates to carry out this paragraph; "(C) such revised allocations, functional levels, and aggregates shall be considered for the purposes of this Act as allocations, functional levels, and Eiggregates contained in the concurrent resolution on the budget; and "(D) the appropriate committee shall report appropriately revised allocations pursuant to section 302(b) to carry out this paragraph; and "(8) set forth procedures to effectuate pay-as-you-go in the House of Representatives.". SEC. 13205. AMENDMENTS TO SECTION 303. (a) IN GENERAL.— Section 303(a) of the Congressional Budget Act 2 USC 634. of 1974 is amended— (1) by repealing paragraph (5), (2) by striking "or" at the end of paragraph (4), (3) by inserting after paragraph (4) the following new paragraphs: "(5) in the Senate only, new spending authority (as defined in section 401(c)(2)) for a fiscal year; or "(6) in the Senate only, outlays,"; and (4) by inserting after the concurrent resolution on the budget for such fiscal year" the following: "(or, in the Senate, a concurrent resolution on the budget covering such fiscal year)". (b) EXCEPTIONS. — Section 3030^) of such Act is amended— (1) by striking "Subsection (a)" and inserting "(1) In the House of Representatives, subsection (a)" and by redesignating paragraphs (1) and (2) as subparagraphs (A) and (B), respectively; and (2) by inserting at the end the following new paragraph:
