ASH MANAGEMENT AND DISPOSAL. For a period of 2 years after the date of enactment of the Clean Air Act Amendments of 1990, ash from solid waste incineration unite burning municipal weiste shall not be regulated by the Administrator of the Environmental Protection Agency pursuant to section 3001 of the Solid Waste Disposal Act. Such reference and limitation shall not be construed to prejudice, endorse or otherwise affect any activity by the Administrator following the 2-year period from the date of enactment of the Clean Air Act Amendments of 1990.
