106 STAT. 836 PUBLIC LAW 102-325—JULY 23, 1992 (D) provide assurances that the Federal funds made available under this section shall be used to supplement and, to the extent practical, to increase the level of funds that would, in the absence of such Federal funds, be made available by the applicant for the purpose described in this part, and in no case to supplant such funds; and (E) include such other information and assurances as the Secretary reasonably determines to be necessary. (f) GRANTEE REPORTING. — Upon completion of the grant or contract period under this section, the grantee institution or consortium of such institutions shall file a performance report with the Secretary explaining the activities ceirried out together with an assessment of the effectiveness of those activities in achieving the purposes of this section. The Secretary shall suspend funding for an approved application if an applicant fails to submit an annual performance report. (g) DEFINITIONS. — For purposes of this part, the term "sexual offenses educational and prevention" includes programs that provide education seminars, peer-to-peer counseling, operation of hotlines, self-defense courses, the preparation of informational materials, and any other effort to increase campus awareness of the facts about, or to help prevent, sexual offenses. (h) GENERAL TERMS AND CONDITIONS.— (1) REGULATIONS.— Not later than 90 days after the date of enactment of this section, the Secretary shall publish proposed regulations implementing this section. Not later man 150 days after such date, the Secretary shall publish final regulations implementing this section. (2) REPORTS TO CONGRESS.— Not later than 180 days after the end of each fiscal year for which grants or contracts are awarded under this section, the Secretary shall submit to the committees of the House of Representatives and the Senate responsible for issues relating to higher education and to crime, a report that includes— (A) the £unoimt of grants or contracts awarded under this section; (B) a summary of the purposes for which those grants or contracts were awarded and an evaluation of their progress; and (C) a copy of each grantee report filed pursuant to subsection (f) of this section. (i) AUTHORIZATION OF APPROPRIATIONS. — For the purpose of carry- ing out this psirt, there are authorized to be appropriated $10,000,000 for the fiscal year 1993 and such sums as may be necessary for each of the 4 succeeding fiscal years.
