(c) CAPITAL EQUIPMENT. —Funds are hereby authorized to be appropriated to the Department of Energy for fiscal year 1993 for capital equipment not related to construction in carrying out weapons activities necessary for national security programs in the amount of $230,845,000. (d) ADJUSTMENTS FOR SAVINGS. —The total amount authorized to be appropriated pursuant to this section is the sum of the amounts specified in subsections (a) through (c) reduced by $128,200,000. SEC. 3102. NEW PRODUCTION REACTORS. (a) OPERATING EXPENSES. —Funds are hereby authorized to be appropriated to the Department of Energy for fiscal year 1993 for operating expenses mcurred in carrying out new production reactor activities necessary for national security programs in the amount of $184,028,000. (b) ADJUSTMENTS FOR SAVINGS. —The total amount authorized to be appropriated pursuant to this section is the amount specified in subsection (a) reduced by $150,000,000. SEC. 3103. ENVIRONMENTAL RESTORATION AND WASTE MANAGE- MENT. (a) OPERATING EXPENSES.— Funds are hereby authorized to be appropriated to the Department of Energy for fiscal year 1993 for operating expenses incurred in carrying out environmental restoration and waste management activities necessary for national security programs in the amount of $4,098,452,000, to be allocated as follows: (1) For corrective activities—environment, $2,431,000. (2) For corrective activities—defense programs, $7,386,000. (3) For environmental restoration, $1,448,427,000. (4) For waste management, $2,252,037,000. (5) For technology development, $320,700,000. (6) For transportation management, $19,335,000. (7) For program direction, $48,136,000. (b) PLANT I^OJECTS.—Funds are hereby authorized to be appropriated to the Department of Energy for fiscal year 1993 for plant projects (including maintenance, restoration, planning, construction.
