Section 236qX4XA) of the National Housing Act (12 U.S.C. 1715z-l(j)(4)(A)) is amended by striking "private". SEC. 332. REGULATIONS. 12 USC 4101 Except as otherwise provided in this title, the Secretary of "° ' Housing and Urban Development shall issue interim regulations implementing this title ana the amendments made by this title not later than the expiration of the 90-day period beginning on the date of the enactment of this Act, which shall take effect upon issuance. The Secretary shall issue final regulations implementing this title and the amendments made by this title after notice and opportunity for public comment regarding the interim regulations, pursuant to the provisions of section 553 of title 5, United States Code (notwithstanding subsections (a)(2), (b)(B), and (d)(3) of such section). The duration of the period for public comment shall not be less than 60 days, and the final regulations shall be issued not later than the expiration of the 60-day period beginning upon the conclusion of the comment period and snail take effect upon issuance. TITLE IV—MULTIFAMILY HOUSING PLANNING AND INVESTMENT STRATE- GIES SEC. 401. DEFINITIONS. 12 USC 1715z-la For purposes of this title: (1) COVERED MULTIFAMILY HOUSING PROPERTY. —The term "covered multifamily housing property" means any housing— (A) that is— (i) reserved for occupancy by very low-income elderly persons pursuant to section 202(d)(l) of the Housing Act of 1959; (ii) assisted under the provisions of section 202 of the Housing Act of 1959 (as such section existed before the effectiveness of the amendment made by section 801(a) of the Cranston-Cjonzalez National Affordable Housing Act); (iii) fincmced by a loan or mortgage insured, assisted, or held by the Secretary or a State or State agency under section 236 of the National Housing Act; or (iv) financed by a loan or mortgage insured or held by the Secretary pursuant to section 221(d)(3) of the National Housing Act; and (B) that is not eligible for assistance under— (i) the Low-Income Housing {^reservation and Resident Homeownership Act of 1990; (ii) the provisions of the Emergency Low Income Housing Preservation Act of 1987 (as in effect imme-
