PUBLIC LAW 102-569—OCT. 29, 1992 106 STAT. 4363 SEC. 108. REVIEW OF APPLICATIONS. (a) TRANSFERS. — Section 16(b) (29 U.S.C. 715(b)) is amended by striking "one-half of. (b) COMPENSATION.— Section 18 (29 U.S.C. 717) is amended by striking "the rate provided for grade GS-18 of the General Schediile under section 5332" and inserting "the daily equivalent of the rate of pay for level 4 of the Senior Executive Service Schedule under section 5382". SEC. 109. CARRYOVER. (a) IN GENERAL.— The Act is amended by inserting after section 18 (29 U.S.C. 717) the following new section: "SEC. 19. CARRYOVER. " (a) IN GENERAL.—Except as provided in subsection (b), and notwithstanding any other provision of law, any funds appropriated for a fiscal year to carry out any grant program under pBit B orCoftitleI,section 509,partCoftitleVI,orpartBorC of chapter 1 of title VII, that are not obligated and expended by recipients prior to the beginning of the succeeding fiscal year shall remain available for obligation and expenditure by such recipients during such succeeding fiscal year. "(b) NON-FEDERAL SHARE. —Such funds shall remain available for obligation and expenditure by a recipient as provided in subsection (a) only to the extent that the recipient complied with any Federal share requirements applicable to the program for the fiscal year for which the funds were appropriated.". (b) TECHNICAL AMENDMENT.—The table of contents relating to the Act is amended by inserting after the item relating to section 18 the following: "Sec. 19. Carryover. ". SEC. 110. CLIENT ASSISTANCE INFORMATION. (a) IN GENERAL.— The Act is amended by inserting after section 19 (as added by section 109(a)) the following new section: "SEC. 20. CLIENT ASSISTANCE INFORMATION. 29 USC 718a. "All programs, including community rehabilitation programs, and projects, that provide services to individuals with disabilities under this Act shall advise such individuals, or the parents, family members, guardians, advocates, or authorized representatives of the individuals, of the availability and purposes of the client assistance program under section 112, including information on means of seeking assistance under such program.". (b) TECHNICAL AMENDMENT.—The table of contents relating to the Act is amended by inserting after the item relating to section 19 (as added by section 109(b)) the following: "Sec. 20. Client assistance information.". SEC. 111. TRADITIONALLY UNDERSERVED POPULATIONS. (a) IN GENERAL.—The Act is amended by inserting after section 20 (as added by section 110(a)) the following section: "SEC. 21. TRADITIONALLY UNDERSERVED POPULATIONS. 29 USC 718b. "(a) FINDINGS. —With respect to the programs authorized in titles II through VIII, the Congress finds as follows: "(1) RACIAL PROFILE. —The racial profile of America is rapidly changing. While the rate of increase for white Americans
