SEC. 6106. SALE OF VESSELS. (a) SALE AUTHORIZED.— Notwithstanding any other law or any agreement with the United States Government, the vessels described in subsection (b) may be sold to a person that is not a citizen of the United States and transferred to a foreign registry, if that sale is approved by the Secretary of Transportation under section 9(c) of the Shipping Act, 1916 (46 App. U.S.C. 808(c)). (b) VESSELS DESCRIBED.—The vessels referred to in subsection (a) are the following: (1) OCEAN CHALLENGER (United States official nvunber 569583). (2) OCEAN RUNNER (United States official number 564344). (3) OCEAN WIZARD (United States official number 574906). Subtitle B—Maritime Amendments SEC. 6201. STUDENT INCENTIVE PAYMENTS. (a) AMOUNT OP ANNUAL PAYMENT. — (1) INCREASE IN AMOUNT.— Section 1304(g)(l) of the Merchant Marine Act, 1936 (46 App. U.S.C. 1295c(g)(l)) is amended by striking "$1,200" and inserting "$3,000". (2) APPLICATION.— The amendment made by subsection (a) shall apply to payments under section 1304(g)(l) of the Merchant Marine Act, 1936 (46 App. U.S.C. 1295c(g)(l)) made with respect to academic years beginning after the date of the enactment of this Act. (b) MANNER OF PAYMENT.— Section 1304(g)(l) of the Merchant Marine Act, 1936 (46 App. U.S.C. 1295c(g)(l)) is further amended— (1) in subparagraph (B) by inserting "and" aff«r the semicolon; (2) by striking subparagraph (C); (3) by redesignating subparagraph (D) as subparagraph (C); and (4) in subparagraph (C) (as so redesignated) by striking ", for the academic years after those years specified in subparagraph (C),". (c) CONFORMING AMENDMENT. —Section 1304(g)(4) of the Merchant Marine Act, 1936 (46 App. U.S.C. 1295c(g)(4)) is amended by striking "paragraph (I)(C) of this subsection" and inserting "paragraph (1)". SEC. 6202. TRANSFER OF CERTAIN VESSELS. The Secretary of the Navy shall transfer to the Department of Transportation the following vessels, to be assigned as training ships to Texas A&M Universihr at Galveston, Texas, and to the Maine Maritime Academy at Cfastine, Maine, when those vessels are no longer required for use by the Navy: (1) U.S.N.S. CHAUVENET (T-AG-29). (2) U.S.N.S. HARKNESS (T-AG^2). 46 USC app. 1395c note. Texas. Maine.
