"(a) EuGiBiLiTY GENERALLY.—^A participant in a national service program carried out using assistance provided to an applicant under section 121 shall be eligible for the national service educational award described in subtitle D if the participant— "(1) serves in an approved national service position; and "(2) satisfies the eligibility requirements specified in section 146 with respect to service m that approved national service position.

  • '(b) SPECLVL RULE FOR VISTA VOLUNTEERS. — A VISTA volunteer who serves in an approved national service position shall

be ineligible for a national service educational award if the VISTA volunteer accepts the stipend authorized under section 105(a)(l) of the Domestic Volunteer Service Act of 1973 (42 U.S.C. 4955(a)(l)).' (d) LIVING ALLOWANCE UNDER SUBTITLE I.—Section 199M(a) of the National and Community Service Act of 1990 (former section 133(a) of such Act as redesignated in subsection (a)(3) of this 42 USC I2655f. section) (42 U.S.C. 12553(a)) is amended by striking paragraphs (1) and (2) and inserting the following new paragraphs: "(1) LIVING ALLOWANCE REQUIRED. —Subject to paragraph (3), each participant in a full-time youth corps program that receives assistance under this subtitle shall receive a living allowance in an amount equal to or greater than the average annual subsistence allowance provided to VISTA volimteers under section 105 of the Domestic Volunteer Service Act of 1973 (42 U.S.C. 4955). "(2) LIMITATION ON FEDERAL SHARE. —The amount of the annual living allowance provided under paragraph (1) that may be paid using assistance provided under this subtitle, section 121, and any other Federal funds shall not exceed
