108 STAT. 1742 PUBLIC LAW 103-317—AUG. 26, 1994 shall be deposited in this account as an ofTsetting collection and shall be available for obligation: Provided further, That grants to States pursuant to sections 306 and 306(a) of the Coastal Zone Management Act, as amended, shall not exceed $2,000,000 and shall not be less than $500,000, and any grant made in fiscal year 1995 to a State which did not receive funding under this program in fiscal year 1994 shall not exceed $800,000: Provided further, That of the total amount appropriated in this paragraph, $16,000,000 shall be available for the integrated program office for convergence of civilian and military polar-orbiting meteorological satellites: Provided further. That of the offsetting collections credited to this account, $123,000 are permanently canceled. COASTAL ZONE MANAGEMENT FUND Of amounts collected pursuant to 16 U.S.C. 1456a, not to exceed $7,800,000, for purposes set forth in 16 U.S.C. 1456a(b)(2). CONSTRUCTION For repair and modification of, and additions to, existing facilities and construction of new facilities, and for facility planning and design and land acquisition not otherwise provided for the National Oceanic and Atmospheric Administration, $97,600,000; of which $2,500,000 is for a grant to the City of Kansas City, Missouri, for development of a weather and environmental center; and of which the following amounts shall be available to carry out continuing construction activities: $3,500,000 for a grant for construction of a Multispecies Aquaculture Center in the State of New Jersey; $1,000,000 for a grant to the Mystic Seaport, Mystic, Connecticut, for a maritime education center; $5,200,000 for a grant to the Center for Interdisciplinary Research and Education in Indiana; and $2,000,000 for a grant for the construction of the Massachusetts Biotechnology Research Institute in Boston; and all sums in this paragraph are to remain available until expended: Florida. Provided, That subject to the availability of appropriations provided in advance for these purposes, the Secretary of Commerce is granted approval to enter into a contract with Florida State University which shall: (1) provide the University with funds to assist in the construction and associated expenses, including parking, of a meteorological sciences building on its Tallahassee, Florida, campus; and (2) include a space agreement with the University at no cost to the Government, other than for operationed expenses, for space in this building for use as the Weather Forecast Office: Provided further. That if the Secretary of Commerce determines that the property that was transferred to the United States by the City of Clovis, California, by a deed dated November 20, 1984, for use as a weather forecasting office, is no longer needed for such use, title to that property, and improvements thereto, shall revert to the City of Clovis, California. FLEET MODERNIZATION, SHIPBUILDING AND CONVERSION For expenses necessary for the repair, construction, acquisition, ' leasing, or conversion of vessels, including related equipment to maintain and modernize the existing fleet and to continue planning the modernization of the fleet, for the National Oceanic and
