Of the amounts authorized to be appropriated under section 201, $10,000,000 shall be available for the University Research Initiative Support Program established pursuant to section 802 of the National Defense Authorization Act for Fiscal Year 1994 (Public Law 103-160; 107 Stat. 1701; 10 U.S.C. 2358 note). SEC. 256. MANUFACTURING SCIENCE AND TECHNOLOGY PROGRAM. (a) PROGRAM AUTHORIZED.— (1) Section 2525 of title 10, United States Code, is amended to read as follows: § 2525. Manufacturing science and technology program "(a) ESTABLISHMENT.— The Secretary of Defense shall establish a Manufacturing Science and Technology Program to further the national security objectives of section 2501(a) of this title. The Under Secretary of Defense for Acquisition and Technology shall administer the program. "(b) PURPOSE. — The purpose of the program is to enhance the capability of industry to meet the manufacturing needs of the Department of Defense. "(c) EXECUTION.—The Secretary may carry out projects under the program through the Secretaries of the military departments and the heads of the Defense Agencies. "(d) COMPETITION AND COST SHARING.— (1) Competitive procedures shall be used for awarding all grants and entering into all contracts, cooperative agreements, and other transactions under the program. "(2) A grant may not be awarded under the program, and a contract, cooperative agreement, or other transaction may not be entered into under the program, on any basis other than a cost-sharing basis unless the Secretary of Defense determines that the grant, contract, cooperative agreement, or other transaction, as the case may be, is for a program that— "(A) is not likely to have any immediate and direct commercial application; or "(B) is of sufficiently high risk to discourage cost sharing by non-Federal Government sources.". (2) The item relating to section 2525 in the table of sections at the beginning of subchapter IV of chapter 148 of such title is amended to read as follows: "2525. Manufacturing Science and Technology Program.". (b) FUNDING. —Of the amounts appropriated pursuant to section 201, not more than $109,420,000 shall be available for the Manufacturing Science and Technology Program under section 2525 of title 10, United States Code (as amended by subsection (a)), of which— (1) not more than $29,420,000 shall be available for the Army; (2) not more than $20,000,000 shall be available for the Navy; (3) not more than $50,000,000 shall be available for the Air Force; and (4) not more than $10,000,000 shall be available for the Defense Logistics Agency.
