(c) EFFECT ON STATE ALLOTME^r^s OF FUNDS.— T h is section
shall not be taken into consideration in allotting funds to the
various States for purposes of the Consolidated Farm and Rural
Development Act (7 tf.S.C. 1921 et seq.), or otherwise affect or
alter the manner under which such funds were allotted to States
before the date of the enactment of this Act
