108 STAT. 4702 PUBLIC LAW 103-448—NOV. 2, 1994 (2) by adding at the end the following new subparagraph: "(B) The Secretary shall provide technical assistance and training, including technical assistance and training in the preparation of lower-fat versions of foods commonly used in the school lunch program under this Act, to schools participating in the school lunch program to assist the schools in complying with the nutritional requirements prescribed by the Secretary pursuant to subparagraph (A) and in providing appropriate meals to children with medically certified special dietary needs. The Secretary shall provide additional technical assistance to schools that are having difficulty maintaining compliance with the requirements.". (b) SUMMER FOOD SERVICE PROGRAM FOR CHILDREN. — Section 13(f) of such Act (42 U.S.C. 1761(f)) is amended— (1) by inserting after the first sentence the following new sentences: "The Secretary shall provide technical assistance to service institutions and private nonprofit organizations participating in the program to assist the institutions and organizations in complying with the nutritional requirements prescribed by the Secretary pursuant to this subsection. The Secretary shall provide additional technical assistance to those service institutions and private nonprofit organizations that are having difficulty maintaining compliance with the requirements."; and (2) in the fourth sentence (after the amendment made by paragraph (1)), by striking "Such meals" and inserting "Meals described in the first sentence". (c) CHILD AND ADULT CARE FOOD PROGRAM. —Section 17(g)(1) of such Act (42 U.S.C. 1766(g)(1)) is amended— (1) by inserting "(A)" after "(1)"; and (2) by adding at the end the following new subparagraph: "(B) The Secretary shall provide technical assistance to those institutions participating in the program under this section to assist the institutions and family or group day care home sponsoring organizations in complying with the nutritional requirements prescribed by the Secretary pursuant to subparagraph (A). The Secretary shall provide additional technical assistance to those institutions and family or group day care home sponsoring organizations that are having difficulty maintaining compliance with the requirements.". SEC. 106. NUTRITIONAL AND OTHER PROGRAM REQUIREMENTS. (a) MINIMUM NUTRITIONAL REQUIREMENTS BASED ON WEEKLY AVERAGE OF NUTRIENT CONTENT OF SCHOOL LUNCHES.— Section 9(a)(1)(A) of the National School Lunch Act (42 U.S.C. 1758(a)(1)(A)) (as amended by section 105(a)) is further amended— (1) by striking "; except that such minimum nutritional requirements shall not" and inserting ", except that the minimum nutritional requirements— "(i) shall not"; (2) by striking the period at the end and inserting "; and"; and (3) by adding at the end the following new clause: "(ii) shall, at a minimum, be based on the weekly average of the nutrient content of school lunches.". (b) DIETARY GUIDELINES FOR AMERICANS.— Section 9 of such Act (42 U.S.C. 1758) is amended by adding at the end the following new subsection:
