(b) REDUCTIONS IN AUTHORIZED AMOUNTS.— (1) MAGNETIC LEVITATION.—Section 1036(d)(1) of the Intermodal Surface Transportation Efficiency Act of 1991 (105 Stat. 1986) is amended— (A) in subparagraph (A) by inserting "and" after " 1994 "• (B)' in subparagraph (A) by striking ", $125,000,000" and all that follows through " 1997"; and (C) in subparagraph (B) by striking "1996, and 1997" and inserting "and 1996". (2) HIGHWAY SAFETY PROGRAMS. —Section 2005(1) of such Act (105 Stat. 2079) is amended— (A) by striking "and" the first place it appears and inserting a comma; and (B) by striking "1996, and 1997" and inserting "and 1996, and $146,000,000 for fiscal year 1997". (3) EFFECTIVE DATE. — The amendments made by paragraphs (1) and (2) shall take effect on the later of the date of the enactment of this Act or as soon as possible after the date on which authorized funds for fiscal year 1996 are reduced as a result of application of section 1003(c) of such Act. (c) CONGESTION PRICING PILOT PROGRAM TRANSFERS.— After the date on which authorized funds for fiscal year 1996 are reduced as a result of application of section 1003(c) of the Intermodal Surface Transportation Efficiency Act of 1991, the amounts made available for fiscal years 1996 and 1997 to carry out section 1012(b) of the Intermodal Surface Transportation Efficiency Act of 1991 (105 Stat. 1938) shall be available to carry out projects under section 202 of this Act. SEC. 204. STATE UNOBLIGATED BALANCE FLEXIBILITY. (a) REDUCTION IN FEDERAL FUNDING. —
