(a) Not more than a total of $11,000,000 of the funds appropriated under the heading "Research, Development, Test and Evaluation, Army", in title IV of Public Law 103-335, and in title IV of this Act, may be made available for support of a NATO Alliance Ground Surveillance (AGS) program based on the Joint Surveillance/Target Attack Radar System (JSTARS). (b) Not more than a total of $6,450,000 of the funds appropriated under the heading "Research, Development, Test and Evaluation, Air Force", in title IV of Public Law 103-335, and in title IV of this Act, may be made available for support of a NATO Alliance Ground Surveillance (AGS) program based on JSTARS. SEC. 8129. (a) In addition to any other reductions required by this Act, the following funds are hereby reduced from the following accounts in title IV of this Act in the specified amounts: "Research, Development, Test and Evaluation, Army", $65,062,000; "Research, Development, Test and Evaluation, Navy, $116,909,000; "Research, Development, Test and Evaluation, Air Force", $175,386,000; and "Research, Development, Test and Evaluation, Defense- Wide", $84,643,000. (b) The reductions taken pursuant to subsection (a) shall be applied on a pro-rata basis by subproject within each R-1 program element as modified by this Act, except that no reduction may be taken against the funds made available to the Department of Defense for Ballistic Missile Defense. SEC. 8130. Notwithstanding any other provision of law, fixed and mobile telecommunications support shall be provided by the White House Communications Agency (WHCA) to the United States Secret Service (USSS), without reimbursement, in connection with the Secret Service's duties directly related to the protection of the President or the Vice President or other officer immediately next in order of succession to the office of the President at the White House Security Complex in the Washington, D.C. Metropolitan Area and Camp David, Maryland. For these purposes, the White House Security Complex includes the White House, the White House grounds, the Old Executive Office Building, the New Executive Office Building, the Blair House, the Treasury Building, and the Vice President's Residence at the Naval Observatory.
