The District of Colimibia government shall maintain for fiscal year 1999 the same funding levels as provided in fiscal year 1997 for homeless services in the District of Colimibia: Provided, That in addition to such amounts, $1,000,000 shall be paid to The Doe Fund for its Ready, Willing & Able program in Washington, D.C. SEC. 168. (a) No later than November 1, 1998, or within 30 cedendar days after the date of the enactment of this Act, whichever occurs later, the Chief Finemcial Officer shall submit to the appropriate committees of Congress, the Mayor, and the District of Columbia Finguicial Responsibility and Management Assistance Authority a revised appropriated funds operating budget for all agencies of the District of Columbia government for such fisced year that is in the total amount of the approved appropriation and that realigns budgeted data for personal services and otherthan-personal-services, respectively, with anticipated actual expenditures. (b) The revised budget required by subsection (a) of this section shall be submitted in the format of the budget that the District of Columbia government submitted pursuant to section 442 of the District of Columbia Home Rule Act, Public Law 93-198, as amended (D.C. Code, sec. 47-301). SEC. 169. Notwithstanding section 602(c)(1) of the District of Columbia Home Rule Act, approved December 24, 1973, as amended (87 Stat. 813; Public Law 93-198; D.C. Code, sec. l-233(c)(l), D.C. Act 12-421), "Oyster Elementauy School Construction and Revenue Bond Act of 1998", shall take effect upon the date of enactment of this Act. SEC. 170. None of the funds contained in this Act may be used for any program of distributing sterile needles or syringes for the h3T)odermic injection of any illegal drug, or for any payment to any individual or entity who carries out any such program. SEC. 171. None of the funds contedned in this Act may be used to conduct any ballot initiative which seeks to legalize or otherwise reduce penalties associated with the possession, use, or distribution of any schedule I substance under the Controlled Substguices Act (21 U.S.C. 802) or any tetrahydroc£umabinols derivative. This Act may be cited as the "District of Colimibia Appropriations Act, 1999". (d) For progreuns, projects or activities in the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 1999, provided as follows, to be effective as if it had been enacted into law as the regular appropriations Act: AN ACT Making appropriations for foreign operations, export financing, and related programs for the fiscal year ending September 30, 1999, and for other purposes. TITLE I—EXPORT AND INVESTMENT ASSISTANCE EXPORT-IMPORT BA^fK OF THE UNITED STATES The Export-Import Bank of the United States is authorized to make such expenditures within the limits of funds and borrowing authority available to such corporation, and in accordance with law, and to make such contracts and commitments without regard to fiscal year limitations, as provided by section 104 of the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 1999.
