Operational files previously maintained by or concerning activities of National Photographic Interpretation Center: authority to withhold from public disclosure "(a) AUTHORITY.— The Secretary of Defense may withhold from public disclosure operational files described in subsection (b) to the same extent that operational files may be withheld under section 701 of the National Security Act of 1947 (50 U.S.C. 431). "(b) COVERED OPERATIONAL FILES. —The authority under subsection (a) applies to operational files in the possession of the National Imagery and Mapping Agency that— "(1) as of September 22, 1996, were maintained by the National Photographic Interpretation Center; or "(2) concern the activities of the Agency that, as of such date, were performed by the National Photographic Interpretation Center. "(c) OPERATIONAL FILES DEFINED.— In this section, the term 'operational files' has the meaning given that term in section 701(b) of the National Security Act of 1947 (50 U.S.C. 431(b)).". (b) CLERICAL AMENDMENT. — The table of sections at the beginning of such subchapter is amended by adding at the end the following new item: "457. Operational files previously maintained by or concerning activities of National Photographic Interpretation Center: authority to withhold from public disclosure.". Subtitle F—Memorial Objects and Commemorations SEC. 1051. MORATORIUM ON THE RETURN OF VETERANS MEMORIAL 10 USC 2572 OBJECTS TO FOREIGN NATIONS WITHOUT SPECIFIC note. AUTHORIZATION IN LAW. (a) PROHIBITION.— Notwithstanding section 2572 of title 10, United States Code, and any other provision of law, during the moratorium period specified in subsection (c) the President may not transfer a veterans memorial object to a foreign country or an entity controlled by a foreign government, or otherwise transfer or convey such an object to any person or entity for purposes of the ultimate transfer or conveyance of the object to a foreign country or entity controlled by a foreign government, unless such transfer is specifically authorized by law. (b) DEFINITIONS.—In this section: (1) ENTITY CONTROLLED BY A FOREIGN GOVERNMENT.—The term "entity controlled by a foreign government" has the meaning given that term in section 2536(c)(1) of title 10, United States Code. (2) VETERANS MEMORIAL OBJECT. —The term "veterans memorial object" means any object, including a physical structure or portion thereof, that— (A) is located at a cemetery of the National Cemetery System, war memorial, or military instsillation in the United States; (B) is dedicated to, or otherwise memorializes, the death in combat or combat-related duties of members of the United States Armed Forces; and
