(b) ADJUSTMENT.— (1) The amounts authorized to be appropriated pursuant to subsection (a) are reduced as follows: (A) In paragraph (1)(A), by $4,223,000. (B) In paragraph (1)(B), by $2,891,000. (C) In paragraph (2), by $674,000. (D) In paragraph (3)(A), by $5,652,000. (E) In paragraph (3)(B), by $2,080,000. (2) The reductions specified in paragraph (1) represent the combination of project savings in military construction resulting from favorable bids, reduced overhead costs, and cancellations due to force structure changes. SEC. 2602. MODIFICATION OF AUTHORITY TO CARRY OUT FISCAL YEAR 1998 PROJECT. Section 2603 of the Military Construction Authorization Act for Fiscal Year 1998 (division B of Public Law 105-85), as amended by section 2602 of the Military Construction Authorization Act for Fiscal Year 1999 (division B of Public Law 105-261; 112 Stat. 2198), is amended— (1) by striking "agreement with the State of Utah, under which the State" and inserting "agreement with the State of Utah, the University of Utah, or both, under which the State or the University"; and (2) by adding at the end the following new sentence: "The Secretary may accept funds paid under such an agreement and use the funds, in such amounts as provided in advance in appropriations Acts, to carry out the project.". TITLE XXVII—EXPIRATION AND EXTENSION OF AUTHORIZATIONS Sec. 2701. Expiration of authorizations and amounts required to be specified by law. Sec. 2702. Extension of authorizations of cert;ain fiscal year 1997 projects. Sec. 2703. Extension of authorizations of cert;ain fiscal year 1996 projects. Sec. 2704. Effective date. SEC. 2701. EXPIRATION OF AUTHORIZATIONS AND AMOUNTS REQUIRED TO BE SPECIFIED BY LAW. (a) EXPIRATION OF AUTHORIZATIONS AFTER THREE YEARS.— Except as provided in subsection (b), all authorizations contained in titles XXI through XXVI for military construction projects, land acquisition, family housing projects and facilities, and contributions to the North Atlantic Treaty Organization Security Investment program (and authorizations of appropriations therefor) shall expire on the later of— (1) October 1, 2002; or (2) the date of the enactment of an Act authorizing funds for military construction for fiscal year 2003.
