That the entire amount is designated by the Congress as an emergency requirement pursuant to section 251(b)(2)(A) of such Act. CHAPTER 2 DEPARTMENT OF JUSTICE SALARIES AND EXPENSES, UNITED STATES ATTORNEYS For an additional amount for "Salaries and Expenses, United States Attorneys", $12,000,000, to remain available until expended, to be divided equally between the States of Texas, New Mexico, Arizona, and California, to reimburse county and municipal governments only for Federal costs associated with the handling and processing of illegal immigration and drug and alien smuggling cases. The use of these funds is limited to: court costs, courtroom technology, the building of holding spaces, administrative staff, and indigent defense costs: Provided, That the entire amount is designated by the Congress as an emergency requirement pursuant to section 251(b)(2)(A) of the Balanced Budget and Emergency Def- icit Control Act of 1985, as amended: Provided further. That such amount shall be available only to the extent that an official budget request for a specific dollar amount, that includes designation of the entire amount of the request as an emergency requirement as defined in the Balanced Budget and Emergency Deficit Control Act of 1985, as amended, is transmitted by the President to the Congress. DRUG ENFORCEMENT ADMINISTRATION SALARIES AND EXPENSES 47 USC 1021 For an additional amount for "Salaries and Expenses", note. $181,000,000, to remain available until expended, which shall be deposited in the Telecommunications Carrier Compliance Fund: Provided, That, hereafter, in the discretion of the Attorney General, any expenditures from the Fund to pay or reimburse pursuant to sections 104(e) and 109(a) of Public Law 103-414, may be made directly to any parties specified in section 401(a) thereof, and may be made either pursuant to the regulations promulgated under such section 109, or pursuant to firm fixed-price agreements, upon provision of such information as the Attorney General may require: Provided further.
