FISCAL YEAR 2001 LIMITATION ON NON-DUAL STATUS TECHNICIANS. (a) LIMITATION. —The number of non-dual status technicians employed by the reserve components of the Army and the Air Force as of September 30, 2001, may not exceed the following: (1) For the Army Reserve, 1,195. (2) For the Army National Guard of the United States, 1,600. (3) For the Air Force Reserve, 10. (4) For the Air National Guard of the United States, 326. (b) NON-DUAL STATUS TECHNICIANS DEFINED.— In this section, the term "non-dual status technician" has the meaning given that term in section 10217(a) of title 10, United States Code. (c) POSTPONEMENT OF PERMANENT LIMITATION.— Section 10217(c)(2) of title 10, United States Code, is amended by striking "October 1, 2001" and inserting "October 1, 2002". SEC. 415. INCREASE IN NUMBERS OF MEMBERS IN CERTAIN GRADES AUTHORIZED TO BE ON ACTIVE DUTY IN SUPPORT OF THE RESERVES. (a) OFFICERS. — The table in section 12011(a) of title 10, United States Code, is amended to read as follows: "Grade Major or Lieutenant Commander Lieutenant Colonel or Commander Colonel or Navy Captain Army 3,316 1,759 529 Navy 1,071 520 188 Air Force 948 852 317 Marine Corps 140 90 30". (b) SENIOR ENLISTED MEMBERS. —The table in section 12012(a) of such title is amended to read as follows: "Grade E-9 E-8 Army 764 2,821 Navy 202 429 Air Force 502 1,117 Marine Corps 20 94". (c) EFFECTIVE DATE. —The amendments made by this section shall take effect on October 1, 2000. (d) REPORT.— (1) Not later than March 31, 2001, the Secretary shall submit to the Committee on Armed Services of the Senate and the Committee on Armed Services of the House of Representatives a report on management of the grade structure for reservecomponent officers who are subject to section 12011 of title 10, United States Code, and on the grade structure of enlisted members who are subject to section 12012 of that title. The Secretary of Defense shall include in the report recommendations for a permanent solution for managing the grade structures for those officers and enlisted members without requirement for frequent statutory adjustments to the limitations in those sections. (2) In developing recommendations for the report under paragraph (1), the Secretary shall consider the following areas:
