(a) None of the funds appropriated by this Act may be made available for assistance for the government of any country that the Secretary of State determines there is credible evidence that such government has provided lethal or non-lethal military support or equipment, directly or through intermediaries, within the previous 6 months to the Sierra Leone Revolutionary United Front (RUF), or any other group intent on destabilizing the democratically elected government of the Republic of Sierra Leone. (b) None of the funds appropriated by this Act may be made available for assistance for the government of any country that the Secretary of State determines there is credible evidence that such government has aided or abetted, within the previous 6 months, in the illicit distribution, transportation, or sale of diamonds mined in Sierra Leone. (c) Whenever the prohibition on assistance required under subsection (a) or (b) is exercised, the Secretary of State shall notify the Committees on Appropriations in a timely manner. VOLUNTARY SEPARATION INCENTIVES SEC. 584. Section 579(c)(2)(D) of the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 2000, as enacted by section 1000(a)(2) of the Consolidated Appropriations Act, 2000 (Public Law 106-113), is amended by striking "December 31, 2000" and inserting in lieu thereof "December 31, 2001". CONTRIBUTIONS TO UNITED NATIONS POPULATION FUND SEC. 585. (a) LIMITATIONS ON AMOUNT OF CONTRIBUTION.— Of the amounts made available under "International Organizations and Programs", not more than $25,000,000 for fiscal year 2001 shall be available for the United Nations Population Fund (hereafter in this subsection referred to as the "UNFPA"). (b) PROHIBITION ON USE OF FUNDS IN CHINA. —None of the funds made available under "International Organizations and Programs" may be made available for the UNFPA for a country program in the People's Republic of China. (c) CONDITIONS ON AVAILABILITY OF FuNDS.Amounts made available under "International Organizations and Programs" for fiscal year 2001 for the UNFPA may not be made available to UNFPA unless— (1) the UNFPA maintains amounts made available to the UNFPA under this section in an account separate from other accounts of the UNFPA; (2) the UNFPA does not commingle amounts made available to the UNFPA under this section with other sums; and (3) the UNFPA does not fund abortions. (d) REPORT TO THE CONGRESS AND WITHHOLDING OF FUNDS.— (1) Not later than February 15, 2001, the Secretary of State shall submit a report to the appropriate congressional committees indicating the amount of funds that the United Nations Population Fund is budgeting for the year in which the report is submitted for a country program in the People's Republic of China.
