TITLE I—REMOVAL OF BARRIERS TO HOUSING AFFORDABILITY SEC.lOl. SHORT TITLE. This title may be cited as the "Housing Affordability Barrier Removal Act of 2000". SEC. 102. GRANTS FOR REGULATORY BARRIER REMOVAL STRATEGIES. (a) AUTHORIZATION OF APPROPRIATIONS.— Subsection (a) of section 1204 of the Housing and Community Development Act of 1992 (42 U.S.C. 12705c(a)) is amended to read as follows: "(a) FUNDING.— There is authorized to be appropriated for grants under subsections (b) and (c) such sums as may be necessary for each of fiscal years 2001, 2002, 2003, 2004, and 2005.". (b) CONSOLIDATION OF STATE AND LOCAL GRANTS.— Subsection (b) of section 1204 of the Housing and Community Development Act of 1992 (42 U.S.C. 12705c(b)) is amended— (1) in the subsection heading, by striking "STATE GRANTS" and inserting "GRANT AUTHORITY"; (2) in the matter preceding paragraph (1), by inserting after "States" the following: "and units of general local government (including consortia of such governments)";
