(3) The Defense Production Act of 1950 is amended in both section 305(i) and section 306(j) (50 U.S.C. App. 2095(i), 2096(j))— (A) in the first sentence, by striking "the Act entitled" and all that follows through the period at the end of the sentence and inserting "subchapter IV of chapter 31 of title 40, United States Code."; and (B) in the last sentence, by striking "and section 276(c) of title 40". SEC. 1063. USE FOR LAW ENFORCEMENT PURPOSES OF DNA SAMPLES MAINTAINED BY DEPARTMENT OF DEFENSE FOR IDENTI- FICATION OF HUMAN REMAINS. (a) IN GENERAL. —Chapter 80 of title 10, United States Code, is amended by inserting after section 1565 the following new section: '*§ 1565a. DNA samples maintained for identiHcation of human remains: use for law enforcement purposes "(a) COMPLIANCE WITH COURT ORDER.— (1) Subject to paragraph (2), if a valid order of a Federal court (or military judge) so requires, an element of the Department of Defense that maintains a repository of DNA samples for the purpose of identification of human remains shall make available, for the purpose specified in subsection (b), such DNA samples on such terms and conditions as such court (or military judge) directs. "(2) A DNA sample with respect to an individual shall be provided under paragraph (1) in a manner that does not compromise the ability of the Department of Defense to maintain a sample with respect to that individual for the purpose of identification of human remains. "(b) COVERED PURPOSE. —The purpose referred to in subsection (a) is the purpose of an investigation or prosecution of a felony, or any sexual offense, for which no other source of DNA information is reasonably available. "(c) DEFINITION. —In this section, the term *DNA sample' has the meaning given such term in section 1565(c) of this title.". (b) CLERICAL AMENDMENT. —The table of sections at the begin- - ^ ning of such chapter is amended by inserting after the item relating to section 1565 the following new item: "1565a. DNA samples maintained for identification of human remains: use for law enforcement purposes.". SEC. 1064. ENHANCED AUTHORITY TO OBTAIN FOREIGN LANGUAGE SERVICES DURING PERIODS OF EMERGENCY. (a) NATIONAL FOREIGN LANGUAGE SKILLS REGISTRY. - —(1) Chapter 81 of title 10, United States Code, is amended by inserting after section 1596a the following new section: "§ 1596b.
