108–7, shall be subject to the provisions of Public Law 107–275, notwithstanding section 514 of such Division G. SEC. 3616. The amounts provided or made available by this title are designated by the Congress as an emergency requirement pursuant to section 502 of H. Con. Res. 95 (108th Congress), the concurrent resolution on the budget for fiscal year 2004. SEC. 3617. This title shall be effective immediately upon the enactment of this Act. This title may be cited as the ‘‘Emergency Supplemental Appropriations Act, 2003’’.

Effective date.

TITLE IV—REFERENCES SEC. 4001. Except as expressly provided otherwise, any reference to ‘‘this Act’’ contained in titles I and II of this Act shall be treated as referring only to the provisions of such titles, and any reference to ‘‘this Act’’ contained in title III of this Act shall be treated as referring only to the provisions of such title. This Act may be cited as the ‘‘Legislative Branch Appropriations Act, 2004’’. Approved September 30, 2003.
