In addition to the amounts provided under ‘‘Salaries and Expenses, United States Attorneys’’, $15,000,000 shall be for Project Seahawk and shall remain available until expended. SEC. 109. The Attorney General is authorized to extend through September 30, 2006, the Personnel Management Demonstration Project transferred to the Attorney General pursuant to section 1115 of the Homeland Security Act of 2002, Public Law 107– 296 (6 U.S.C. 533) without limitation on the number of employees or the positions covered. SEC. 110. (a) None of the funds made available in this Act may be used by the Drug Enforcement Administration to establish a procurement quota following the approval of a new drug applica tion or an abbreviated new drug application for a controlled sub stance. (b) The limitation established in subsection (a) shall not apply until 180 days after enactment of this Act. SEC. 111. The limitation established in the preceding section shall not apply to any new drug application or abbreviated new drug application for which the Drug Enforcement Administration has reviewed and provided public comments on labeling, promotion, risk management plans, and any other documents. SEC. 112. (a) Section 8335(b) of title 5, United States Code, is amended— (1) by striking ‘‘(b)’’ and inserting ‘‘(b)(1)’’; and (2) by adding at the end the following: ‘‘(2) In the case of employees of the Federal Bureau of Investiga tion, the second sentence of paragraph (1) shall be applied by substituting ‘65 years of age’ for ‘60 years of age’. The authority to grant exemptions in accordance with the preceding sentence shall cease to be available after December 31, 2009.’’. (b) Section 8425(b) of title 5, United States Code, is amended— (1) by striking ‘‘(b)’’ and inserting ‘‘(b)(1)’’; and (2) by adding at the end the following: ‘‘(2) In the case of employees of the Federal Bureau of Investiga tion, the second sentence of paragraph (1) shall be applied by substituting ‘65 years of age’ for ‘60 years of age’. The authority to grant exemptions in accordance with the preceding sentence shall cease to be available after December 31, 2009.’’. SEC. 113. (a) Subchapter IV of chapter 57 of title 5, United States Code, is amended by adding at the end the following: ‘‘§ 5759. Retention and relocation bonuses for the Federal Bureau of Investigation ‘‘(a) AUTHORITY.—The Director of the Federal Bureau of Inves tigation, after consultation with the Director of the Office of Per sonnel Management, may pay, on a case by case basis, a bonus under this section to an employee of the Bureau if— ‘‘(1)(A) the unusually high or unique qualifications of the employee or a special need of the Bureau for the employee’s services makes it essential to retain the employee; and ‘‘(B) the Director of the Federal Bureau of Investigation determines that, in the absence of such a bonus, the employee would be likely to leave— ‘‘(i) the Federal service; or ‘‘(ii) for a different position in the Federal service; or Termination date.
