118 STAT. 3031 PUBLIC LAW 108–447—DEC. 8, 2004 institution to vote against any extension by the respective institu tion of any loans to the Government of Zimbabwe, except to meet basic human needs or to promote democracy, unless the Secretary of State determines and certifies to the Committees on Appropria tions that the rule of law has been restored in Zimbabwe, including respect for ownership and title to property, freedom of speech and association. TIBET SEC. 581. (a) The Secretary of the Treasury should instruct the United States executive director to each international financial institution to use the voice and vote of the United States to support projects in Tibet if such projects do not provide incentives for the migration and settlement of non Tibetans into Tibet or facilitate the transfer of ownership of Tibetan land and natural resources to non Tibetans; are based on a thorough needs assessment; foster self sufficiency of the Tibetan people and respect Tibetan culture and traditions; and are subject to effective monitoring. (b) Notwithstanding any other provision of law, not less than $4,000,000 of the funds appropriated by this Act under the heading ‘‘Economic Support Fund’’ should be made available to nongovern mental organizations to support activities which preserve cultural traditions and promote sustainable development and environmental conservation in Tibetan communities in the Tibetan Autonomous Region and in other Tibetan communities in China, and not less than $250,000 should be made available to the National Endowment for Democracy for human rights and democracy programs relating to Tibet. NIGERIA SEC. 582. The President shall submit a report to the Commit tees on Appropriations describing the involvement of the Nigerian Armed Forces in the incident in Benue State, the measures that are being taken to bring such individuals to justice, and whether any Nigerian Armed Forces units involved with the incident in Benue State are receiving United States assistance. DISCRIMINATION AGAINST MINORITY RELIGIOUS FAITHS IN THE RUSSIAN FEDERATION SEC. 583. None of the funds appropriated under this Act may be made available for the Government of the Russian Federation, after 180 days from the date of the enactment of this Act, unless the President determines and certifies in writing to the Committees on Appropriations that the Government of the Russian Federation has implemented no statute, Executive order, regulation or similar government action that would discriminate, or which has as its principal effect discrimination, against religious groups or religious communities in the Russian Federation in violation of accepted international agreements on human rights and religious freedoms to which the Russian Federation is a party.
