118 STAT. 3832 PUBLIC LAW 108–458—DEC. 17, 2004 (A) IN GENERAL.—Not later than 18 months after the date of enactment of this Act, the Commissioner shall submit a report to the Committee on Ways and Means of the House of Representatives and the Committee on Finance of the Senate regarding the results of the study conducted under paragraph (1). (B) CONTENTS.—The report submitted under subpara- graph (A) shall contain such recommendations for legisla- tive changes as the Commissioner considers necessary to implement needed improvements in the process for enumeration at birth. (e) AUTHORIZATION OF APPROPRIATIONS.—There are authorized to be appropriated to the Commissioner of Social Security for each of the fiscal years 2005 through 2009, such sums as may be nec- essary to carry out this section. SEC. 7214. PROHIBITION OF THE DISPLAY OF SOCIAL SECURITY ACCOUNT NUMBERS ON DRIVER’S LICENSES OR MOTOR VEHICLE REGISTRATIONS. (a) IN GENERAL.—Section 205(c)(2)(C)(vi) of the Social Security Act (42 U.S.C. 405(c)(2)(C)(vi)) is amended— (1) by inserting ‘‘(I)’’ after ‘‘(vi)’’; and (2) by adding at the end the following new subclause: ‘‘(II) Any State or political subdivision thereof (and any person acting as an agent of such an agency or instrumentality), in the administration of any driver’s license or motor vehicle registration law within its jurisdiction, may not display a social security account number issued by the Commissioner of Social Security (or any derivative of such number) on any driver’s license, motor vehicle registration, or personal identification card (as defined in section 7212(a)(2) of the 9/11 Commission Implementation Act of 2004), or include, on any such license, registration, or personal identifica- tion card, a magnetic strip, bar code, or other means of communica- tion which conveys such number (or derivative thereof).’’. (b) EFFECTIVE DATE.—The amendment made by subsection (a)(2) shall apply with respect to licenses, registrations, and identi- fication cards issued or reissued 1 year after the date of enactment of this Act. (c) AUTHORIZATION OF APPROPRIATIONS.—There are authorized to be appropriated to the Commissioner of Social Security for each of the fiscal years 2005 through 2009, such sums as may be nec- essary to carry out this section. SEC. 7215. TERRORIST TRAVEL PROGRAM. The Secretary of Homeland Security, in consultation with the Director of the National Counterterrorism Center, and consistent with the strategy developed under section 7201, shall establish a program to oversee the implementation of the Department’s responsibilities with respect to terrorist travel, including the anal- ysis, coordination, and dissemination of terrorist travel intelligence and operational information— (1) among appropriate subdivisions of the Department of Homeland Security, including— (A) the Bureau of Customs and Border Protection; (B) United States Immigration and Customs Enforce- ment; (C) United States Citizenship and Immigration Serv- ices; 6 USC 123. 42 USC 405 note.
