‘‘(3) a list of countries in which humanitarian demining assistance could not be carried out during the preceding fiscal year due to insufficient numbers of Department of Defense personnel to carry out such activities; and ‘‘(4) the amount expended in carrying out such assistance in each such country during the preceding fiscal year. ‘‘(e) HUMANITARIAN DEMINING ASSISTANCE DEFINED.—In this section, the term ‘humanitarian demining assistance’, as it relates to training and support, means detection and clearance of landmines and other explosive remnants of war, including activities related to the furnishing of education, training, and technical assistance with respect to the detection and clearance of landmines and other explosive remnants of war.’’. (2) CLERICAL AMENDMENT.—The table of sections at the beginning of such chapter is amended by adding at the end the following new item: ‘‘407. Humanitarian demining assistance: authority; limitations.’’. SEC. 1204. ENHANCEMENTS TO REGIONAL DEFENSE COMBATING TERRORISM FELLOWSHIP PROGRAM.

(a) AUTHORIZED PURPOSES.—Subsection (a) of section 2249c of title 10, United States Code, is amended by striking ‘‘associated with’’ and all that follows and inserting: ‘‘associated with the education and training of foreign military officers, ministry of defense officials, or security officials at military or civilian educational institutions, regional centers, conferences, seminars, or other training programs conducted under the Regional Defense Combating Terrorism Fellowship Program. Costs for which payment may be made under this section include the costs of transportation and travel and subsistence costs.’’. (b) ANNUAL LIMITATION ON AMOUNT OBLIGATED.—Subsection (b) of such section is amended by striking ‘‘$20,000,000’’ and inserting ‘‘$25,000,000’’. (c) OBLIGATION OF FUNDS ACROSS FISCAL YEARS.—Subsection (b) of such section is further amended by adding at the end the following new sentence: ‘‘Amounts available under the authority in subsection (a) for a fiscal year may be used for programs that begin in such fiscal year but end in the next fiscal year.’’. (d) CLERICAL AMENDMENTS.— (1) REFERENCE TO PROGRAM.—Subsection (c)(3) of such section is amended by striking ‘‘Regional Defense Counterterrorism Fellowship Program’’ and inserting ‘‘program referred to in subsection (a)’’. (2) SECTION HEADING.—The heading of such section is amended to read as follows:
