passed the Senate, for fiscal year 2007 shall apply to subsection (a). (c) APPLICATION.—The section 302(a) allocations in subsection (a) shall be deemed to be allocations set forth in the joint explanatory statement of managers accompanying the concurrent resolution on the budget for fiscal year 2007, as though adopted by Congress, for all purposes under titles III and IV of the Congressional Budget Act of 1974. Section 302(a)(4) of the Congressional Budget Act of 1974 shall not apply to this section. (d) EXCEPTIONS.—The following provisions of H. Con. Res. 95 (109th Congress) shall not apply in the Senate— (1) Section 404; and (2) until January 3, 2007, section 403(b)(2). (e) EFFECTIVE DATE.—This section shall take effect on the date of enactment of this Act. This Act may be cited as the ‘‘Emergency Supplemental Appropriations Act for Defense, the Global War on Terror, and Hurricane Recovery, 2006’’. Approved June 15, 2006.
