(1) by redesignating paragraphs (2) and (3) as paragraphs (3) and (4), respectively; (2) by inserting after paragraph (1) the following: ‘‘(2) RECONNAISSANCE STUDIES.—Before planning, designing, or constructing a project under paragraph (3), the Secretary shall carry out a reconnaissance study— ‘‘(A) to identify methods of restoring the fishery, ecosystem, and beneficial uses of the Great Lakes; and ‘‘(B) to determine whether planning of a project under paragraph (3) should proceed.’’; and (3) in paragraph (4)(A) (as redesignated by paragraph (1) of this subsection) by striking ‘‘paragraph (2)’’ and inserting ‘‘paragraph (3)’’. (b) COST SHARING.—Section 506(f) of the Water Resources Development Act of 2000 (42 U.S.C. 1962d–22(f)) is amended— (1) in paragraph (2)— (A) by striking ‘‘The Federal share’’ and inserting ‘‘Except for reconnaissance studies, the Federal share’’; and (B) by striking ‘‘(2) or (3)’’ and inserting ‘‘(3) or (4)’’; (2) in paragraph (3)— (A) in subparagraph (A) by striking ‘‘subsection (c)(2)’’ and inserting ‘‘subsection (c)(3)’’; and (B) in subparagraph (B) by striking ‘‘50 percent’’ and inserting ‘‘100 percent’’; and (3) in paragraph (5) by striking ‘‘Notwithstanding’’ and inserting ‘‘In accordance with’’. SEC. 5012. GREAT LAKES REMEDIAL ACTION PLANS AND SEDIMENT REMEDIATION.

Section 401(c) of the Water Resources Development Act of 1990 (33 U.S.C. 1268 note; 104 Stat. 4644; 114 Stat. 2613) is amended by striking ‘‘through 2006’’ and inserting ‘‘through 2012’’. SEC. 5013. GREAT LAKES TRIBUTARY MODELS.

Section 516(g)(2) of the Water Resources Development Act of 1996 (33 U.S.C. 2326b(g)(2)) is amended by striking ‘‘through 2006’’ and inserting ‘‘through 2012’’. SEC. 5014. GREAT LAKES NAVIGATION AND PROTECTION.

(a) GREAT LAKES NAVIGATION.—Using available funds, the Secretary shall expedite the operation and maintenance, including dredging, of the navigation features of the Great Lakes and Connecting Channels for the purpose of supporting commercial navigation to authorized project depths. (b) GREAT LAKES PILOT PROJECT.—Using available funds, the Director of the Animal and Plant Health Inspection Service, in coordination with the Secretary, the Administrator of the Environmental Protection Agency, the Commandant of the Coast Guard, and the Director of the United States Fish and Wildlife Service, shall carry out a pilot project, on an emergency basis, to control and prevent further spreading of viral hemorrhagic septicemia in the Great Lakes and Connecting Channels. (c) GREAT LAKES AND CONNECTING CHANNELS DEFINED.—In this section, the term ‘‘Great Lakes and Connecting Channels’’ includes Lakes Superior, Huron, Michigan, Erie, and Ontario, all connecting waters between and among such lakes used for commercial navigation, any navigation features in such lakes or waters that are a Federal operation or maintenance responsibility, and
