(b) REDUCTION O RWA I V ERO FN OTICE RE Q UIRE M ENT. —T he Sec- retary of D efense may waive the re q uirement of subsection (a), or authorize shorter notice than the minimum specified in such subsection, during a war or national emergency declared by the P resident or Congress or to meet mission requirements. If the waiver or reduction is made on account of mission requirements, the Secretary shall submit to Congress a report detailing the rea- sons for the waiver or reduction and the mission requirements at issue. SEC.516 . R E PO R T O N RE LI E F FRO M PROFESSION A L LICENS U RE AN D CERTIFICATION RE Q UIREMENTS FOR RESER V E COMPO - NENT MEM B ERS ON LON G -TERM ACTIVE DUT Y . (a) STUD Y .—The Comptroller G eneral of the United States shall conduct a study of the requirements to maintain licensure or certifi- cation by members of the National Guard or other reserve compo- nents of the A rmed F orces while on active duty for an e x tended period of time. (b) EL EMENT S OF STUDY.—In the study, the Comptroller Gen- eral shall— (1) identify the number and type of professional or other licensure or certification requirements that may be adversely impacted by extended periods of active duty
and ( 2 ) determine mechanisms that would provide relief from professional or other licensure or certification requirements for members of the reserve components while on active duty for an extended period of time. (c) RE P ORT.—Not later than 120 days after the date of the enactment of this Act, the Comptroller General shall submit to the Committees on Armed Services of the Senate and H ouse of Representative a report containing the results of the study and such recommendations as the Comptroller General considers appro- priate to provide further relief for members of the reserve compo- nents from professional or other licensure or certification require- ments while on active duty for an extended period of time. (a) INCLUSION OF COAST GUARD.—Subsection (a) of section 200 7 of title 10, United States Code, is amended by stri k ing ‘ ‘Sub j ect to subsection (b), the Secretary of a military department ’ ’ and inserting ‘‘Subject to subsections (b) and (c), the Secretary con- cerned’’. (b) COMMISSIONED O FFICERS ON ACTIVE DUTY.—Subsection (b) of such section is amended— (1) in paragraph (1)— (A) by inserting after ‘‘commissioned officer on active duty’’ the following
