and (B) in subparagraph (C), by striking ‘‘on a historic barn’’ and inserting ‘‘on historic barns (including surveys)’’; (2) by redesignating paragraphs (3) and ( 4 ) as paragraphs (4) and (5), respectively; and (3) by inserting after paragraph (2) the follo w ing
‘‘(3) PRIORITY.— I n making grants under this subsection, the Secretary shall give the highest priority to funding pro j ects described in paragraph (2)(C).’’. (b) A U T H ORI Z ATION O F A P PROPRIATION S .—Section 379A(c)(5) of the Consolidated Farm and Rural Development Act (7 U.S.C. 2008o(c)(5)) (as redesignated by subsection (a)(2)) is amended by striking ‘‘2002 through 2007’’ and inserting ‘‘2008 through 2012’’. SEC. 602 1 . G RANTS F OR NOAA W EATHER RA D IO TRANS M ITTERS. Section 379B(d) of the Consolidated Farm and Rural Develop- ment Act (7 U.S.C. 2008p(d)) is amended by striking ‘‘2002 through 2007’’ and inserting ‘‘2008 through 2012’’. SEC. 6022. R U RA L MICROENTREPRENEUR ASSISTANCE PROGRAM. Subtitle D of the Consolidated Farm and Rural Development Act (7 U.S.C. 1981 et se q .) is amended by adding at the end the following: ‘ ‘SEC. 379 E. RURAL MICROENTREPRENEUR ASSISTANCE PROGRAM. ‘‘(a) D E FINITIONS.—In this section: ‘‘(1) IN D IAN TRI B E.— T he term ‘Indian tribe’ has the meaning given the term in section 4 of the Indian Self-Determination and E ducation Assistance Act (25 U.S.C. 450b). ‘‘(2) M I C ROENTREPRENEUR.—The term ‘microentrepreneur’ means an owner and operator, or prospective owner and oper- ator, of a rural microenterprise who is unable to obtain suffi- cient training, technical assistance, or credit other than under this section, as determined by the Secretary. ‘‘(3) MICROENTERPRISE DE V E L OP M ENT OR G ANIZATION.—The term ‘microenterprise development organi z ation’ means an organization that— ‘‘(A) is— ‘‘(i) a nonprofit entity; ‘‘(ii) an Indian tribe, the tribal government of which certifies to the Secretary that— ‘‘(I) no microenterprise development organiza- tion serves the Indian tribe; and ‘‘(II) no rural microentrepreneur assistance program e x ists under the jurisdiction of the Indian tribe; or ‘‘(iii) a public institution of higher education; 7USC20 0 8s.
