SEC.61 1 2 .C OMPR E H E N S IV ER U R ALB ROA D BAND S T RATE GY . (a) I N GE NERA L .— N ot later than 1 year after the date of enact -m ent of this Act, the C hairman of the F ederal Communications Commission, in coordination w ith the Secretary, shall submit to Congress a report describing a comprehensi v e rural broadband strategy that includes— (1) recommendations— (A) to promote interagency coordination of Federal agencies in regards to policies, procedures, and targeted resources, and to streamline or otherwise improve and streamline the policies, programs, and services
( B ) to coordinate e x isting Federal rural broadband or rural initiatives; (C) to address both short- and long-term needs assess- ments and solutions for a rapid build-out of rural broadband solutions and application of the recommenda- tions for Federal, State, regional, and local government policyma k ers; and ( D ) to identify how specific Federal agency programs and resources can best respond to rural broadband re q uire- ments and overcome obstacles that currently impede rural broadband deployment; and (2) a description of goals and timeframes to achieve the purposes of the report. (b) U P D ATES.—The Chairman of the Federal Communications Commission, in coordination with the Secretary, shall update and evaluate the report described in subsection (a) during the third year after the date of enactment of this Act. SEC. 611 3 . STUDY ON RURAL ELECTRIC PO W ER GENERATION. (a) IN GENERAL.—The Secretary shall conduct a study on the electric power generation needs in rural areas of the United States. (b) CO M PONENTS.—The study shall include an examination of— (1) generation in various areas in rural areas of the United States, particularly by rural electric cooperatives;; (2) financing available for capacity, including financing available through programs authorized under the R ural E lec- trification Act of 1 936 ( 7 U.S.C. 901 et seq.); (3) the impact of electricity costs on consumers and local economic development; ( 4 ) the ability of fuel feedstock technology to meet regu- latory requirements, such as carbon capture and sequestration; and ( 5 ) any other factors that the Secretary considers appro- priate. (c) REPORT.—Not later than 60 days after the date of enactment of this Act, the Secretary shall submit to the Committee on Agri- culture of the H ouse of Representatives and the Committee on Agriculture, Nutrition, and Forestry of the Senate a report con- taining the findings of the study under this section.
