AFGH A NIST AN S EC . 14 0 3 . ( a )A SSISTANCE F ORW O M EN AN D GIR L S. —F unds appropriated by this chapter under the heading ‘ ‘ E conomic Support Fund ’ ’ that are available for assistance for Afghanistan shall be made available, to the maximum extent practicable, through local Afghan provincial and municipal governments and Afghan civil society organizations and in a manner that emphasizes the partici- pation of Afghan women and directly improves the economic, social and political status of Afghan women and girls. (b) H IGHER ED U CATION.— O f the funds appropriated by this chapter under the heading ‘‘Economic Support Fund’’ that are made available for education programs in Afghanistan, not less than 5 0 percent shall be made available to support higher education and vocational training programs in law, accounting, engineering, public administration, and other disciplines necessary to rebuild the country, in which the participation of women is emphasized. (c) P OST-O P ERATIONS ASSISTANCE.—Of the funds appropriated by this chapter under the heading ‘‘Economic Support Fund’’ that are available for assistance for Afghanistan, not less than $ 2,000,000 shall be made available for a United States contribution to the N orth Atlantic Treaty Organization / International Security Assistance Force Post-Operations Humanitarian R elief Fund. (d) ANTI- C ORRUPTION.—Not later than 9 0 days after the enact- ment of this Act, the Secretary of State shall— (1) submit a report to the Committees on Appropriations on actions being taken by the Government of Afghanistan to combat corruption within the national and provincial govern- ments, including to remove and prosecute officials who have committed corrupt acts
(2) submit a list to the Committees on Appropriations, in classified form if necessary, of senior Afghan officials who the Secretary has credible evidence to believe have committed corrupt acts; and (3) certify and report to the Committees on Appropriations that effective mechanisms are in place to ensure that assistance to national government ministries and provincial governments will be properly accounted for. W EST B AN K SEC. 1404. Not later than 90 days after the date of enactment of this Act and 180 days thereafter, the Secretary of State shall submit to the Committees on Appropriations a report on assistance provided by the United States for the training of Palestinian secu- rity forces, including detailed descriptions of the training, cur- riculum, and equipment provided; an assessment of the training and the performance of forces after training has been completed; and a description of the assistance that has been pledged and provided to Palestinian security forces by other donors
