The authority in this subsection may be exercised only with respect to funds appropriated or otherwise made available after fiscal year 2008. SERBIA SE C . 1409. O f the funds made available under the heading ‘‘Assistance for E astern Europe and the Baltic States’’ by title I II of the Department of State, F oreign Operations, and R elated Programs Appropriations Act, 2008 (division J of Public L aw 110 – 161), an amount equivalent to the unpaid costs of damage to the United States Embassy in Belgrade, Serbia, as estimated by the Secretary of State, resulting from the February 21, 2008 attac k on such Embassy, shall be withheld from obligation for assistance for the central government of Serbia if the Secretary of State reports to the Committees on Appropriations that the Government of Serbia has failed to provide full compensation to the Department of State for damages to the United States Embassy resulting from the February 21, 2008 attack on such embassy. Section 8002 of this Act shall not apply to this section. RESCISSI ON S SEC. 1410. (a) W OR LD FOOD PRO G RA M . — (1) For an additional amount for a contribution to the World Food Program to assist farmers in countries affected by food shortages to increase crop yields, notwithstanding any other provision of law, $ 20,000,000, to remain available until expended. (2) Of the funds appropriated under the heading ‘‘Andean Counterdrug Initiative’’ in prior Acts making appropriations for foreign operations, export financing, and related programs, $20,000,000 are rescinded. (b) S U DAN.— (1) For an additional amount for ‘‘International N arcotics Control and Law Enforcement’’, $10,000,000, for assistance for Sudan to support formed police units, to remain available until September 3 0, 2009, and sub j ect to prior consultation with the Committees on Appropriations. (2) Of the funds appropriated under the heading ‘‘Inter- national Narcotics Control and Law Enforcement’’ in prior Acts making appropriations for foreign operations, export financing, and related programs, $10,000,000 are rescinded. (c) RESCISSION.—Of the unobligated balances of funds appro- priated for ‘‘Iraq Relief and Reconstruction Fund’’ in prior Acts making appropriations for foreign operations, export financing, and related programs, $50,000,000 are rescinded.
